Village Board discusses new business developments, Hampton Inn

HUNTLEY – The need to replace the water main at the Mill and Dean Street intersection was addressed. The H. Linden & Sons Sewer and Water company bid of $804,346 to complete the work was accepted and approved.

The payout of $120,404 to Martam Construction for their work on the Eakin Creek Sanitary Interceptor Sewer at the Jim Dhamer-Illinois Route 47 intersection was approved. This was the first payout on the progress of the project.

Charles Nordman, Village Director of Development Services, presented the VenturePark 47 proposal for the construction of a 729,600 square foot industrial building at the Northwest corner of Illinois Route 47 and Jim Dhamer Blvd.

“This proposal includes all of the recommendations made by the Planning Commission at their May 27th meeting,” stated Nordman. The board approved the ordinance modifications as submitted.

Representatives of D. R. Horton appeared before the board requesting final approval of their final plat of Phases 3 and 4 of the Cider Grove subdivision on Dundee Road north of St. Mary Church. The board approved the request.

Plans to convert the Tobacco Hut, located at 10716 Illinois Route 47, into a restaurant were submitted for a conceptual review. Nordman presented the proposed site plan and building elevations to the board. He commented that “the size of the lot determined the maximum number of parking spaces.” He added that “the size of planned new construction was also limited by the small size of the lot.” If approved, the building and planned extension, will become the Antigua Mexican Grill.

Luis Rodríguez, the property owner, said that he expects the business “to be 75% carry-out” due to having only four tables in the restaurant. He commented that “this will be our third location.”

Trustee Niko Kanakaris voiced concerns that “the small size of the building will make it hard to be successful.”

Trustee Mary Holzkopf suggested that Rodriguez “get with staff to investigate the assistance programs offered by the village.”

Since the presentation was for a conceptual review by the board, no vote or other action was taken. Rodriguez’s next meeting will be with the village planning commission.

Village Manager Dave Johnson presented for consideration “an ordinance authorizing an amendment to the business development agreement between the Village and Woodstock Hotel, Inc.” for the development of a Hampton Inn at the Huntley Crossing Phase 1 site.

Johnson continued, the original agreement included the “rebate of 100% of the Village’s share of hotel accommodations tax (7%) for the first five years, with a rebate of 85% for years six through fifteen up to a maximum of $2,500,000.”

• Rebate of 100% of the hotel room tax ($3 per night flat fee) for the first five years; to be determined whether tax remains in place or is rebated any longer ($300,000)”

Rebate of 85% of the Village’s portion of the property tax once fully assessed, up to a maximum of $150,000

Maximum rebate period of 15 years, or a total amount rebated of $2,950,000 (total of property tax and hotel taxes)

The original agreement included a construction period completion date of December 31, 2021. The village board approved a six-month extension to the construction period on November 18, 2021.

“The owner is requesting another four-month extension of time to complete construction and open the hotel for occupancy,” concluded Johnson.

Henry Patel, President of Woodstock Hotel, Inc., was present at the meeting and answered questions from the board.

“The project continues to remain within budget and delays are purely related to labor availability with subcontractors and material and equipment delays in delivery. As previously disclosed, many of these companies are hampered by the covid pandemic and related labor shortages and supply chain issues,” reported Patel.

The board voted unanimously to grant a 120-day extension to the agreement.
